Victor was born in Israel, where at that time his father – goalkeeper Vitaly Tsygankov was playing. After the end of his father’s career, the family moved to Vinnytsia. After graduating from the Dynamo Kyiv Academy, Victor Tsygankov was ahead of his teammates, being enrolled not in the under-19 team, but immediately in the youth team. In 2014 Victor went to the Austrian training camp of Dynamo Kyiv together with the team. At that time, he was 16 years old. At this training camp, Tsygankov for the first time played for the main team of Dynamo in a match against the Austrian Schwaz and scored a goal in another friendly game against Skenderbeu. In the 2015/16 season, Tsygankov, as part of the U-19 youth team, played in the first UEFA Youth League for Dynamo Kyiv. He helped win the debut match with the main competitor in the group Porto and scored a home goal in the last meeting with the Israeli Maccabi, which brought Dynamo Kyiv victory and access to the playoffs.
